2024. Certificates - Cohort B - Integration of Health and Well-Being Education Indicators into EMIS

The UNESCO-IIEP WCA regional capacity building programme on "Integration of Health and Well-being Education Indicators into EMIS"(2021-2024) was held from May to December 2024.

The overall aim of the programme is to provide technical assistance to countries in West and Central Africa wishing to integrate health and gender related indicators into their educational management information systems (EMIS), focusing on four core indicators from the 2013 UNESCO International Guidelines (GC2-5). Beyond the integration of the core indicators, the programme also sought to provide capacity building for data collection, analysis and reporting in EMIS, equipping technical officers to collect data using their Annual School Census (ASC) questionnaire, manage, and analyse the data collected, in order to ultimately inform national education sector planning and policy.

 

Upon completion of this programme, participants should be able to:

(1)    Examine the quality of the ASC questionnaire to design core indicators for measuring health and well-being education. This includes: (i) Reviewing core indicators in line with UNESCO's International Guidelines and (ii) Suggesting improvements for data reliability and usability when indicators are misaligned with the methodology.

(2)    Analyze EMIS data for core indicators, presenting it in standardized tables for readability and interpreting the implementation of health and well-being education in their countries.

(3)    Use EMIS data to inform policy and planning in the education sector through a standardized technical brief by IIEP, with support on equity analysis, triangulation, visual presentation, and policy recommendations.


The programme comprises two cohorts of countries: Cohort A, which started the programme in 2021 or 2022, and Cohort B, which began during the second semester of 2024. The programme activities were tailored to meet the specific needs of both cohorts.

 

In 2024, participants of cohort A were expected to report on progress made in strengthening data collection tools and processes for the core indicators, analyze the new data collected for these indicators from ASC 2024/25 (if available), identify trends, and draft policy recommendations for the technical brief designed last year using the IIEP approach and methodology. To support them, IIEP designed and implemented seven monthly virtual regional workshops (each lasting 2 hours), prepared instructions for the work to be completed by the national teams between workshops and discussed any issues directly with the national teams. These workshops included a mix of team training sessions, country presentations, and practice-sharing activities. Finally, all programme resources are made available on the IIEP Global Campus.
